In the morning of May 31st, 2018, at Thu Dau Mot University, the Ceremony of announcing the program of the International Conference “Southeast’s prospect”-Time 1st in 2018, was taken place.

Attending at the Conference, there were representatives of the Consulates and international organizations such as Thailand, Indonesia, Taipei Economic and Cultural Office (Taiwan), Taiwan Business Association in Binh Duong, Kingdom Belgium, together with the Local leaders in Ho Chi Minh City’s area, representatives of the Enterprises in the Southeastern region.

The yearly Southeast Conference was presided by three co-founders: Thu Dau Mot University, University of Social Sciences and Humanities (Vietnam National University, Ho Chi Minh City), the Software engineering zone (VNU-HCM). In the first year of the organization, the Conference was received the attendances of six universities from Japan (Hiroshima University, Osaka University), Thailand (Mahachulalongkornrajavidyalaya University), Taiwan (Chi Nan National University, Don Hoa University). In the coming years, this academic forum would promote the admission of new members to enhance the large cooperation between educational organizations and prestigious scientists in Vietnam and all over the world.

At the Ceremony, the Organizers determined the time of the first International Conference “Southeast’s prospect” on 6 and 7 December, 2018, with the theme “High Quality Human Resource Development: Experiences of the Asian countries and lessons for Ho Chi Minh City area”. In his opening remarks, Assoc. Prof. Dr. Nguyen Van Hiep - President of the Council of Thu Dau Mot University hoped: “The annual international Conference “Southeast’s prospect” will be a real academic forum with many multidimensional interaction activities in research, this also an ideal learning experience place for the scientists, especially for absorbing, fostering research capacity and for publishing science in the international journals”.

Shared more about the ideas of Conference organization, Dr. Truong Minh Huy Vu - Deputy Director of Software engineering zone (VNU-HCM) said that the goal of the founding units is to promote the exploitation of 4 resources: Technology resources, Enterprise resources, Land resources, Human resources; From that, we would create 4 smart spots: Smart urban, Creative start-up, Clean land fund and Improved training programs. This multilateral cooperation would exploit the maximum strength of each unit, helped to make shape the original idea, together supported to maintain and develop this academic forum through each year.

Fully agreed with the two partners, Assoc. Prof. Dr. Ngo Thi Phuong Lan - Rector of University of Social Sciences and Humanities (VNU HCMC) concluded: the cooperation to organize this workshop based on the good foundation of the process Cohesion between the units when successfully conducting many domestic and international quality seminars. She believed that the International Conference “Southeast’s prospect” with the completely new content, the form of modern organization, would create a special mark in the research of the regional and international scholars.

In the framework of the program, the Organizing Committee also presented the idea of setting up the South East Vietnam Science and Technology Development Fund to receive the shares and contributions of the enterprises and communities for research activities, and will officially launch this fund in July 2018.

Ho Chi Minh City area is in the planning submitted by the Ministry of Construction to the Prime Minister of Vietnam on April 23, 2008 with the planning up to 2020 and the vision to 2050. The total area of Ho Chi Minh City is 30,404 km², the radius of influence from 150-200 km. By 2030, the population of this urban area is estimated at 24-25 million people, the urban population is about 18-19 million, the urbanization rate is about 70-75%. The vision to 2050, this urban area will have 28-30 million people, the urban population will be about 25-27 million people, with urbanization rate will be about 90%.

In the development objective, Ho Chi Minh City will become a modern economic zone, a major economic center of the country and Southeast, a trade-finance center and a scientific research-service center, High-tech and specialized industrial, hi-tech and high-tech industry with high-tech education, education, training, science and technology centers in the Southeast. The globalization is underway, the industrial revolution 4.0 has begun to impact on the technology, and manufacturing of businesses, the use of automated systems, robots, and large data ... will increase labor productivity and reduce production costs. However, the quality of human resources in Vietnam in general and human resources in Ho Chi Minh City in particular have not kept pace with the development of science and technology. According to the International Labor Organization (ILO), about 86% of workers in the textile and footwear sector are at risk of losing their jobs. In particularly, labor in the traditional and manual labor sectors is the most risky labor force when replaced by automated machinery systems.

In the context of Vietnam's transition to a viable economy, the issue of building high-quality human resources is the key to create motivation of development and respond to these global changes. Therefore, learning the experience of the world in general, countries in Asia in particular to develop high-quality human resources is a very important issue; thereby suggesting appropriate models and solutions in building and development of human resources in the South, towards the sustainable development of Ho Chi Minh City - Vietnam.
